The Collapse of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are delivered from multiple capitals. Considerable effort is expended on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting projectile deployments from across the border, a capability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles streaked across the sky – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense thundered: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, presumably supplied through partner states. Every firing shakes the surroundings, causing tremors. The brief panic quickly becomes grim resignation: maybe the hostile projectile won't hit its mark this time, protecting urban areas from ruin and another blackout.

Ongoing Risks

Soon after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it maintained course toward its destination.

Intermittently, this persisted until dawn. Kyiv faced the morning news: seven people killed, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are demonstrably unable to replace in the short term.

Failed Diplomacy

The 28-point plan from American leadership sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new approach from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, no doubt, endure.

Political Considerations

It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration operates on a premise well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unrealistic to force Russia to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through statements or actions, from believing that the current condition will not change more in its benefit in the months ahead.

Divergent Views

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but averting a total frontline collapse until conditions improve in its favour.

Current Realities

Factually, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their task will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Summary and Prospects

It took a only one week to terminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all served their function.

While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on sustained allied backing.
